Anyone know what anime this is from?

I saw this laserdisc cover posted on a Sailor Moon forum, and have no idea what it's from. Looks like it was probably for an ecchi Sailor Moon parody in the '90s, as the characters strongly resemble Minako, Ami, and Rei (left to right). I've heard that it's possibly a bootleg cover from said unknown anime. Anyone know what it's from?

Seriously, this is driving me nuts.
